Escalation of Sino-US Trade Tensions: Sanitary Products Industry Faces Dual Pressure of Supply Chain Disruption and Rising Costs
According to a notice issued by China’s General Administration of Customs in March 2025, starting April 10, 2025, China will impose an additional 34% tariff on imports originating from the United States. Pulp and paper products—including fluff pulp and softwood pulp, which are core raw materials in the sanitary products industry—are explicitly listed in the tariff category. This policy change strikes directly at the lifeline of China’s hygiene product supply chain. In 2024, China imported USD 1.895 billion worth of pulp and paper products from the U.S., with fluff pulp accounting for over 30%. As a key raw material, fluff pulp is essential to the production of sanitary napkins, adult diapers, underpads, and similar products.
With the global trend of population aging, rising consumption standards, and growing public hygiene awareness, demand for products such as baby diapers, adult incontinence supplies, wet wipes, and underpads has been steadily increasing—further intensifying dependence on core raw materials like fluff pulp. The United States, as the world’s largest exporter of fluff pulp, supplies over 40% of China’s total imports. It has long dominated the high-end sanitary raw materials market due to its advantages in fiber length, absorption performance, and impurity control. Now, the imposition of additional tariffs, coupled with extended shipping lead times and limited domestic production capacity in the U.S., has significantly increased the raw material procurement costs for Chinese companies while also impacting the overall stability of the supply chain. Although China has grown into a major global base for sanitary product manufacturing and exports—with goods sold to the U.S., Europe, Southeast Asia, and beyond—intensifying competition amid industry expansion is sharply compressing corporate profit margins.
